    , 1920. The company was incorporated in Delaware in 1919.
    Cumberland MD businessmen and residents invested in the company as a "war enterprise" that was promoted by Fred and DP Phillips who were from Albany NY. They disappeared after being indicted for conspiracy to defraud.
    The certificate was signed by DP and Fred Phillips.
